Entry of foreign citizens to the Republic of Belarus is allowed upon presentation of valid passports or similar documents with visas, except for the citizens of CIS, Cuba, North Korea (Democratic People's Republic of Korea), Macedonia, Mongolia, Vietnam, Serbia, Montenegro and the bearers of diplomatic passports of certain states.

Citizens of Russia and CIS need a national Latvian, Lithuanian or Schengen visa to enter Latvia or Lithuania, as on December 21 2007 both counties became the members of Schengen zone.

In case you have residence permit in one of Schengen countries, you can cross the Latvian or the Lithianian borders without visa for the term of up to three months within half a year. The citizens of EU, USA, Canada, Norway, Iceland, Switzerland and some other countries do not need a visa.
