3 March 2009 – Polotsk City Executive Committee, together with the National Tourism Agency of Belarus, announced a contest for the best tourist route for the Belarusian-Latvian project “Bella Dvina”.
10 November 2008 – Common Belarusian-Latvian EU-funded project “Bella Dvina” will be presented at the international conference “Tourism development in the Bella Dvina space: national and cross-border aspects” in Polotsk.
8-9 October 2008 – 1st working meeting within the Bella Dvina project took place in Polotsk
Bella Dvina project is implemented within the EU programme “Baltic Sea Region” INTERREG IIIB – Neighbourhood Programme INTERREG IIIA – Priority “South”.
The programme aims to support cross-border cooperation between the border regions of Belarus, Latvia and Lithuania.

Overall objective of the project: to contribute to development of tourism in the border regions of Belarus and Latvia through creation of a common cross-border tourist space along the Western Dvina / Daugava
Specific objectives:
- To improve the system of tourism planning in the Polotsk and Vitebsk tourist zones
- To create an effective system of tourist services
- To enforce capacities of local authorities in the sphere of tourism
- To make the new cross-border tourist space “Bella Dvina” visible for tourists
Expected results:
- Effective structure of tourist zone management, development of practical recommendations for implementation of the tourism development strategy in the Vitebsk region, and improved system of tourist information services will enforce tourist capacities of the Vitebsk region and will contribute to its further social and economic development
- Latgale Region Development Agency and German-French PAMINA region (Rheinpark PAMINA) will share their experience of tourism development with the Vitebsk region. New equipment and technologies will make it possible to integrate this experience in the Vitebsk and Polotsk tourist zones
- Establishment of the cross-border partner network between local authorities of the Bella Dvina region will intensify cross-border cooperation and will create background for further common projects
- Information materials and maps, Web portal, new tourist routes, presentation of the Bella Dvina project at international conferences and exhibitions, as well as marketing campaigns will make the Bella Dvina region more visible and popular among tourists and tourist companies
Main activities:
- Elaboration of a Tourism Development Strategy for the Polotsk,Vitebsk and Braslav tourist zones
- Development of common cross-border tourist products
- Development and installation of the common cross-border tourist infrastructure in the border regions (new tourist maps, signboards on the tourist routes, etc.)
- Capacity building for the Polotsk tourist information centre
- Establishment of tourist information points in seven districts of the Polotsk and Vitebsk tourist zones
- Facilitation of cooperation between local authorities of the border regions of Belarus and Latvia along Western Dvina / Daugava
- Establishment of the cross-border Bella Dvina network
- Training of Belarusian tourism experts in Germany and Latvia
- Development of a marketing strategy for the common cross-border Bella Dvina tourist space
- Development of the Bella Dvina web portal
- Elaboration of maps, marketing and information materials
- Participation in the tourist exhibitions in Minsk and Riga
- Promotion tours along the new routes developed and equipped within the project
By the end of the project, all planned activities have been successfully conducted:
- Opening conference in Polotsk conducted in November 2008
- Seven working meetings of the project experts and tourist experts conducted
- Information about tourist routes and products of the Polotsk, Vitebsk and Braslav tourist zones collected and systematized
- Common cross-border tourist routes and products developed, contest for the best tourist route of the Bella Dvina region conducted
- Study visit of the project experts to the German-French PAMINA region conducted
- Tourism development strategy for the Polotsk, Vitebsk and Braslav tourist zones developed
- Equipment for the Polotsk tourist information centre and tourist information points in seven districts purchased
- Communication strategy for the Bella Dvina region developed
- Seven cross-border tourist routes and 28 local tourist routes in the Vitebsk region developed
- Marketing and information materials published, incl. maps of the Bella Dvina region, image brochure about the region, leaflets with description of five new cross-border tourist routes, leaflet with contacts of tourist information centres of the Bella Dvina region
- Bella Dvina took part in the tourist fair BALTTOUR 2010 in Riga
- Bella Dvina took part in the tourist fair "LEISURE-2010" in Minsk
- Training of Belarusian experts in the Latgale Region Development Agency conducted
- Training for the staff of the Polotsk tourist information centre and district tourist information points on administration of the Bella Dvina web portal conducted
- Kayak/canoe promo-tour along the new water route down the Dvina/ Daugava river conducted; the route has been developed and equipped with tourist infrastructure as part of the Bella Dvina project
- Final conference conducted in Polotsk in July 2010; as part of the conference, Belarusian and Latvian border regions signed a Declaration on cooperation in the sphere of tourism and inaugurated new office of the Polotsk tourist information centre which had also been equipped as part of the project
